|Abstract:||The inquiry has like central axle the ideas attributed to the concept of citizenship in the process of preparation of the Municipal Plan of Education (PME) of Niterói for the actors in it wrapped. Through the analysis of laws that regularize the education scenery of the country Federal Constitution of 1988, Law of Directives and Bases of the National Education of 1996 (Law 9.394/96), National Plan of Education of 2001, project of the State Plan of Education of the Rio de Janeiro finding trace relations with the process of formation of Municipal Education Plan of Niterói / RJ, and this process is the central focus of the discussions concerning the idea of training citizen. From stamp of quality, in line historical dialectics, met in Gramsci main reference because of his understanding of the reality of phenomena studied and thein deep attachment with the subject of making history. The investigated reality is situaded in concrete time-space: the local authority of Niterói in the period of preparation of its PME, in the other words, between the years of 2003 and 2007. For so much, vast bibliographical revision was carried out, besides field work in which they were collected given through the attendance of the meetings of the Municipal Council of Education of Niterói (CME) organ responsible for the direction of the Plan. They were also fulfilled interviews and hard-working questionnaires, with the finality of carryng out the foregoing objectives. The establishment of some strategies was made necessary, so that the relation when several sectors made a commitment to the preparation of the PME were coined between could be realized and delimited. Our task did not qualify how democratic or authoritarian the conceptions of the General office of Education (SME), of the Municipal Foundation of Education (FME) and of the Municipal Council of Education of Niteroi, which based this process. Feel us, however, emphasized that the theories, antitheses and syntheses presented along this process of decomposition / recomposition methodology will always be provisional, since they relate to the actions of hostorical subjects in their daily life, being this continuous and incessant movement. We present some considerations on the answers of the actors wrapped in the process of preparation of the PME, in which it refers to the concept of citizenship. While a few they presented it as a state, in which one is or not citizen, others looked to check to this concept an idea of movement, of something that is not ready somewhere, waiting only that its links the individuals were arriving to practise it. In what it is concerning the link between citizenship and education, we could realize that two visions of world permeated the answers you have provided to us: one who presents education like awareness of citizenship this vision that is common to the educational laws another you see formal education in a dialectic perspective, in that, contradictorily, both can be used for resignation and reproduction of social order, and for its transformation.|
