SISTEMÁTICA PARA GESTÃO DO PROCESSO DE CONTROLE DE EMERGÊNCIA: UMA APLICAÇÃO EM TERMINAL TERRESTRE DE DISTRIBUIÇÃO DE PETRÓLEO E DERIVADOS
Abstract
Emergencies from oil spills, fires, equipment breakdown, explosions and others, during exploitation, production, refining and oil distribution activities have achieved major relevance in the oil industry both for company environmental awareness and for the penalties levied on the responsible agents through legislation in effect worldwide. Within a scenario in which companies invest massively on establishing parameters to show their concerns for social- environmental issues in order to foster a sustainable coexistence and ensure its acceptance and upkeep within the social-economic context. The company responsibility profile requires, besides its preventive incident structuring, the design of adequate and fast response so, as to, in the case of incidents, minimize their consequences. In this sense, the general objective of this work is to propose a methodology geared to a process management for emergency control, aiming at providing needed information to define the best response strategy for emergencies, comprising the SMS Management System elements (Health, Environment and Safety). The SMS and Management cultures are intrinsically related to each other: one does not exist without the other. To support the context analysis, comparative studies and scientific and literature search have been carried out, together with field work at plants. As a result, this work seeks to present a discrete proposal for Oil Distribution Terminal Emergency Plan Management which takes into account various scenarios, Emergency Plans and their different steps, as well as the Management System as facilitator tool for this process.
