APRENDIZADO ORGANIZACIONAL: ANÁLISE DO MODELO DO INMETRO
Abstract
Nowadays, the environment of public management lives a growing variation of demands for new services and offer of new solutions, mainly in areas responsible for the technological development and innovation, in order to promote the solution of problems of the society. A continuous organizational learning is being demanded due to the current complexity of this environment. The present study objective is to investigate the model of the organization learning during the process of modernization of Inmetro´s management involved in this process. Thus, a documental research was performed to compare the evolution of Inmetro´s management model with its learning. By means of this research, it could be observed that Inmetro hasn´t applied a specific theory, but a hybrid model which encompasses many of the theories studied, related to organizational learning, besides the intimate relationship between the organizational learning and the strategic planning process in its various cycles. From the research it was also concluded that the organizational learning experienced by Inmetro was responsible for the implementation of a professional public organization culture, which distinguishes it from the peculiar characteristics of public management and, at the same time, keeps it distant from them
