IMPLANTAÇÃO E CONSOLIDAÇÃO DA GESTÃO DE SMS: ESTUDO DE CASO NO DEPÓSITO DE PRODUTOS QUÍMICOS DE MACAÉ

Abstract

The disappointment with the little results of new investments an methodologies aiming optimize environmental, health and safety EHS performance of the DECAE Deposit of Macaé, Brazilian greatest warehouse of chemical products used in upstream activities has motivated the author to realize a study to determine the factors which have been contributing to the difficulties and postponement in implementing an EHS integrated management system IMS in DECAE and in inverting the tendency of its growing accident rates, due to the enlarged demand which results from the growing Campos Basin oil and gas production rate. The first part of the work deals with bibliography and the applicable theory; makes a short account of EHS management in PETROBRAS System, including a brief study on its application in PETROBRAS DISTRIBUIDORA BR, in face of the significant health and environmental risks caused by DECAE dangerous goods business. The methodological proposal of the second part of the work lies on a field research conducted in December, 2009, by the author, in which a representative sample of DECAE workers, including employees and contractors, were interviewed about their opinion on the EHS performance of the Deposit. The analysis of its results, along with EHS management improvement proposals, finalizes the work.
