O papel da esfera estadual na gestão da SUAS: o caso do Rio de Janeiro

Abstract

This work deals with the role of the state level in the Institutionalization of Unified Assistance System considering the democratic decentralization in the current management design of this Policy in a federalist State. It takes as reference the guide lines and determinations of the 1988 Constitution, as well as the legislation referring to the Social Assistance Policy from LOAS(1993), PNAS(2004) e NOB/SUAS(2005), that define the attributions and responsibilities of the federal entities, the conditions and forms of management and all the actors and means of participation and social control. To this end, it was defined as a field of study the State of Rio de Janeiro through the State Secretariat for Social Assistance and Human Rights, from the context of its implementation. Through a brief historical retrospective, tried to know the importance and the behavior of the state entity in the Brazilian political scene. Then to understand their work with the Social Assistance Policy after the 1988 Constitution, specifically after 2005, implementation of SUAS. The study focuses on the institutional capacity of this sphere of State in the process of SUAS(Unique System of Social Assistance) implementation, considering to them all the variables of the complex and democratic architecture of the Management of Social Assistance Policy forward the implementation of social protections expressed on the services, programs, projects and public benefits. With this, we‟ve tried to evaluate which is the state role on the decentralization of SUAS.
