Abstract

The reality contemporary sends in to think them the social assistance as one social politics that must be managed and be kept by the State. However, the construction of the assistance in Brazil in them places takes it, also, in the field of the charity, the filantropia, the exchange of favors and the clientelismo politician. That is, its consubstancia historicidade the dualidade between assistencialismo and right, criminal actions and private and enters to have moral and to have of the State. These dualidades are gifts, in minor or greater degree, the configuration of the social assistance in Brazil. The new set of the legislações and the inflections happened with the Only System of Social Assistance (ITS) presents a new regulatory landmark for the relative actions of the State to the politics of Social Assistance as politics of public social security in the relation with the private net of installment of the socioassistenciais services. These alterations place break the center of the debate categories as referenciamento, net, territory, as important elements to the formularization process management, execution and evaluation of the social politics in the spaces where it is implemented. In this direction, the new presented criteria and the express categories in the proper legal text of the National Politics of Social Assistance (2004) present a set of new lines of direction of conduction of the politics in the private public relation that historically constituted the characteristic of the Social Assistance in the territories. To this form, this work deals with a reflection of the challenges for construction of the public sphere of Social Assistance in the institutionalization of ITS, in what it relates to the pointers that impactam in criteria to the co-financing of the socioassistenciais services tied with the private net. We point out the experience of the research in the scope of the public power in the relation with the not state organizations of Social Assistance, from the data of the City De Campos of the Goytacazes, situated in the Region Of the state of Rio de Janeiro North of the State of Rio De Janeiro, which point challenges demarcated for practical irrigated for the culture politics, and obstacles in making to transit the Social Assistance of the plan of the subsidiary perspective with respect to the plan of the public politics of rights. For the plan of the research we use the dimensions of relative analysis to the conception, to the addressees and the processes of incorporation of the demands, to the regulatory system, to the planning, responsibilities, specter of relative actors and to the financing. Having for reference these dimensions of the politics, we deal with the collection the data and the analysis from a set of 0 variable that allow in them to point the trends gifts in the process of institutionalization of ITS for the private net from the territories. The results of the research point with respect to a adaptativa trend to institutionalize the public politics and contradictorily it discloses also the advances generated from the inflections happened with the new system of management., coexisting the necessity of adequateness of the structures and instruments of pactuação of the co-financing of the pisos of the social protection next to the rendering private net of the socioassistenciais services.
