A GESTÃO DOS CENTROS DE REFERÊNCIA DA ASSISTÊNCIA SOCIAL CRAS EM FOCO: UM ESTUDO DO MUNICÍPIO DO RIO DE JANEIRO

Abstract

The work presented here, is proposed to provide information to the debate about the Management of Public Policy for Social Assistance in the contemporary world. It is the result of reflections produced during the implementation process of the Unified Social Assistance SUAS in the city of Rio de Janeiro. Limited to the realm of territorial management of Basic Social Protection, the proposed discussion revolves around the following objective: to analyze the management of the Reference Centers of Social Welfare CRAS in the mentioned city for the period 2005/2011, ascertaining their contribution to the operationalization of the SUAS. Considering the nature of the object of study, the proposed methodology directed by the use of quantitative and qualitative approach. In this sense, the research was conducted in two :phases: a) the application of a structured questionnaire comprised of closed questions with the coordinators of the 47 CRAS, b) conducting in-depth interviews with 10 coordinators. Indeed, the study points to the urgent need to rethink the institutional dynamics, according to new levels of reordering of the manager organs established by the Basic Operational Norm of Social Welfare NOB SUAS/2005. Similarly, it is clear that the daily management of CRAS has being transverse by multiple challenges that interfere with the dynamics of work, are required new competencies/professional skills for coordinators who must unite the technical, operational and political domains, fundamental aspects for improving the performance of the various teams, as well as quality of services rendered to the population
