Abstract
The management of government contracts has been constituted as an activity able to
impose itself as a process that consistently can, by clear management strategies, to
maximize the performance of state action in multiple directions, minimizing the social
impacts that are wrapped in hirings held by the state. The objective of this study is to
develop a set of guidelines for contract management. To check the validity of the
guidelines was used to research the method of consulting experts. We used
statistical techniques: ordinal scale to facilitate the trial of specialist at the time of
data collection, the Cronbach's alpha as a way to estimate the reliability of the
questionnaire and the data obtained, the Spearman correlation to investigate the
dependence being the guideline and its protocol, and the z test to measure the
significance of the correlation. The results show that the twenty-five proposed
guidelines and their respective protocols are valid and adhere to the paradigm of
sustainable development. As a recommendation for further research, we suggest a
series of investigations related to each of the guidelines for management of
contracts, involving, among other findings, the measurement of the levels of maturity
of the policy and its impact on organizational effectiveness.
