|Abstract:||The main aim of this dissertation is to determine the causes of deterioration and worsening of the fundamental education in Brasil after the last decade of the XX century, in the period usually known as the State Reform. It is proposed to identify the causes concerning the contradiction between the progress in the learning performance scores and the poor quality of the fundamental education as shown by several indicators as the insufficient knowledge level revealed by the results of institutional aptitude tests applied all over the country. The first part of this dissertation is devoted to a brief analysis of the fundamental education in Brasil till the end of the 80. In the second part we present recent data that confirms the disagreements between the targets established by the Washington Consensus and the effective results obtained in the development process of the education in Brasil in recent years|
