Comunicação como política social em perspectiva comparada internacional : as iniciativas comunitárias de TV no Brasil e em Cuba

Abstract

This academic work analyzes from an international comparative perspective communication policies in community television, focusing on the Brazilian channels of cable TV stations and provincial and municipal television in Cuba. There were investigated some policies aspects in both contexts: regulatory frameworks, forms of sustainability, the characteristics of process management and the principles of diversity and pluralism. The scope of academic research belongs to the field of Public and Social Policies in its dialogue with the Community Communication, and study fundamental categories of the actors and the general guidelines of the decision-making policies. To achieve the proposed objectives were developed, first, bibliographical and documentary research covering literature and normative documents of the two countries. Secondly, questionnaires were applied to decision-makers of these policies in Cuban and Brazilian context. And lastly, two TV stations were selected, one in Brazil and another in Cuba, to investigate how they are manifested in the practical aspects asked from a general perspective (form of regulation, sustainability, management, diversity and pluralism). This is a comparative analysis that seeks to determine progress and challenges, as well as convergence and divergence in two countries with political, social and economic development of different degrees. The structures of communication systems also show differences, but have elements that allow us to affirm that, both in Cuba and in Brazil, there s a need to develop and understanding community communication as a policy of protection, support and encouragement to exercise citizenship.
