A incorporação da atenção à deficiência pela política de assistência social no município do Rio de Janeiro

Abstract

This thesis was based on qualitative study aimed at examining the disability and its incorporation into Social Assistance Policy from the case of the municipality of Rio de Janeiro. The disability is recognized as a target of social protection by the state. Social policy historically has important significance in the provision of welfare and social care needs of people with disabilities. The study was conducted through a literature review and documentary and scripted by open interviews with managers and directors of the Social Assistance Policy and Persons with Disabilities in the city of Rio de Janeiro in the post PNAS /SUAS: 2004-2012 . Used as central categories: Incorporation of Public Agenda, Social Protection for Social Policy and Management. We found that although we have the International Convention of Persons with Disabilities and significant advances in key legislation such as the Social Assistance PNAS, Invalidity, Grading National Law 12.435/11 and social assistance services, policy management Social Assistance in Rio January is still unprepared to meet people with disabilities. It appears therefore that the incorporation of attention to disability by Social Assistance Policy of the Municipality of Rio de Janeiro after the implementation of the Unified Model of Social still has a way to go long and complex.
