APRENDIZAGEM E COOPERAÇÃO EM SETORES DE LICITAÇÕES EM UNIVERSIDADE PÚBLICA: UM ESTUDO DE CASO
Resumo
Sectors hiring or bids are commonly considered places where the routines developed are complex, full of details and legal aspects, leading to many people to avoid these places at times when they need to decide where to work. This study analyzes the learning considered a social phenomenon that happens in the daily practices of a public institution. By choosing two sectors of contracting and bidding, it sought to identify and evaluate mechanisms of learning and knowledge conversion, which aim to leverage external knowledge and make them to be absorbed internally, transforming into skills. Basing on the theoretical framework of organizational learning and knowledge management has been verified how fifteen employees, including servers and outsourced, who work exclusively in these sectors, acquire the knowledge necessary for the operation and conduct of bidding processes. The research method adopted was the case study, taking as the unit of analysis the Universidade Federal Fluminense. Regarding the typology, it is a predominantly qualitative research approach since it proposes know and understand an organizational phenomenon in a proper context, collecting data in the environment where such a phenomenon occurs. The research was supported by literature search, document, field, direct and participatory observation and data triangulation by comparing the results with other studies. The results indicated a limited presence of learning mechanisms and conversion of knowledge in the sectors studied, highlighting weaknesses in the training process of the group. The results also indicated that the process of learning more common in sectors is the learning by doing. At the end it s stressed the growing importance of communities of practice and the benefits of adopting this technique of knowledge sharing by the university.
