Abstract
This thesis focuses on the analysis of intersectoral institutional
arrangements, constructed by the Executive Presidency during the first term of the
government of President Luiz Inacio Lula da Silva.
This guideline on various social policies and programs implemented by the
federal government in the last decade, the intersectionality has occupied a
prominent place in different institutional arrangements, which allowed us to
formulate the hypothesis that this was an inherent characteristic to PT way of
governing. In other words, it was believed that there was a proposal to build
intersectoral arrangements of the Executive Presidency in the field of social
policies and that this proposal was a principle, a kind of image of the PT
government objective.
The study focused on three institutional study, different arrangements
namely: the General Secretariat of the Presidency, the Board of Social Policy and
the National Council for Food and Nutrition Security. We sought to examine, in
each of these arrangements, as the intersectionality was set considering the
strategies that were flagged, the trajectories of people, their characteristics, skills
and opportunities that presented themselves during the process.
Thus, the study had different procedures for data collection: document
analysis and interviews with key stakeholders were held, taking as its starting point
an initial dialogue with a protagonist of the decisions of the federal government,
which identified some aspects related to the so called "backstage" politics and
thus the actors to be interviewed.
Among the main results, we find that the arrangement of the General
Secretariat of the Presidency acquired new powers in the Lula government.
Became the main channel listening civil society and increasing social participation
in the governmental sphere.
The Board of Social Policy was considered an intersectoral body weight for
the conduct of work in the social area, taking responsibility for preparing the
design of the Bolsa Família Program. However, set up an arena of disputes and a
strong correlation of forces between the principal actors sectors of social
assistance and hunger.
The National Council on Food Security and Nutrition was an arrangement
which secured dialogue between sectors and increasing social participation,
assuming a leading role in developing national policy on food and nutrition
security.
We believe that the construction of such arrangements had not premised on
promoting intersectoral, but overcoming institutional fragmentation and increasing
social participation within the executive branch, specifically the presidency
