A política na rede : tecnologias de comunicação e reprodução do paradigma de mercado

Abstract

This research analyzes the interaction between politics and new technologies of communication materialized by e-government. Have we reached the "electronic agora"? In a scenery composed of extraterritorial power and of the politics and Nation's subjugation by the interests and paradigms of capitalism, we intend to establish the political and socioeconomic determinatives and consequences of the current model of e-government in the Brazilian municipal sphere. Examining the virtual communication produced by the governmental homepage, we seek to delineate the profile of the Internet appropriation by the administrations of the five bigger Brazilian cities (São Paulo, Rio de Janeiro, Salvador, Belo Horizonte and Fortaleza), as well as the Federal District, the country's political-administrative center. Contrasting with the traditional molds of public administration, e-gov presents itself as the materiality of a new kind of government, based on communicational processes and technologies and devoted to the official information and services.
